This study methodically compiles and analyzes the current paradigms to develop an operational-level lean maturity framework. The study effectively creates a multidimensional lean maturity evaluation framework with six primary criteria and 57 operational-specific indicators. Each major criterion is categorized based on four degrees of lean maturity: level 1-understanding, level 2-implementation, level 3-improvement, and level 4-sustainability, which is fundamental to suggest a road map for creating a lean culture of continuous improvement for enterprises. In-depth interviews with 5 experts are used to refine the framework, followed by empirical validation through pilot deployments at two typical electrical and electronics companies, X and Y. The pilot results indicate that both X and Y are currently at level 3-improvement. Ultimately, this framework provides organizations with a strategic roadmap to cultivate a culture of continuous improvement, enhance operational efficiency and maintain competitiveness within volatile market contexts.
