DIGITAL CAPABILITY AND TEACHING EFFECTIVENESS IN HUMAN CAPITAL DEVELOPMENT: EVIDENCE FROM PUBLIC UNIVERSITIES IN HO CHI MINH CITY

Abstract

Digital transformation is a top priority in higher education today. However, we still know very little about how it actually improves teaching, especially in Vietnam. This study combines the TOE framework with Dynamic Capabilities to fill this gap. We focus on digital capability—including new AI-driven skills—as a key link to teaching effectiveness and human capital development. First, we interviewed experts to update our scales with the latest AI trends. Then, we surveyed 528 lecturers and students in Ho Chi Minh City. Using PLS-SEM, the data show that technological readiness, organizational support, and environmental pressure strongly drive digital capability. Interestingly, digital capability acts as a full mediator. This means institutional resources only improve teaching when filtered through staff and students' digital skills. Our findings suggest a clear strategy: universities must prioritize digital and AI literacy over simple infrastructure. By linking digital tools to long-term educational value, this research provides a fresh perspective on managing education in the digital era.
