VIETNAM’S PROACTIVE RESPONSE STRATEGY IN THE CONTEXT OF GLOBAL VALUE CHAIN DISRUPTIONS

Global value chain (GVC) disruptions have become systemic risks for highly open economies. This study analyzes recent GVC restructuring, assesses Vietnam’s vulnerability and response capacity, and proposes proactive strategic orientations for the 2026-2035 period. Using a qualitative strategic-analysis approach, the paper combines secondary-source synthesis, structured expert consultation, and PESTEL, IFE, EFE, and SWOT/TOWS analyses. The findings show that Vietnam benefits from a favorable geographic position, extensive international integration, and strong foreign direct investment (FDI) attraction, but remains constrained by dependence on imported inputs, low domestic value added, weak supporting industries, limited technological capability, and uneven supply-chain governance. The IFE and EFE results are used as decision-support inputs rather than standalone empirical evidence, helping trace the link between diagnostic factors and strategic choices. The paper proposes three connected strategy groups: core capacity building, competitiveness leveraging, and stabilization support. Its contribution lies in adapting established GVC, global production network (GPN), and supply-chain resilience perspectives into an applied national-level policy analysis framework for Vietnam.
